Defense Mobilization in the 21st Century Panel
This Panel will first define what is encompassed in mobilization for a 21st century conflict. Then the Panel will focus on identifying and mitigating obsolescence issues that might constrain the mobilization effort itself, sustainment during the period of conflict, and the recovery of lost and damaged equipment after the conflict. The panel discussions will draw upon expertise from commercial industry, industrial base policy, and logistics as well as experience and lessons learned from the restoration of munitions stockpiles associated with Ukraine. Finally, thoughts will be presented on actions that should be taken to overcome obsolescence-related barriers now, during mobilization and the conflict itself, and then during the recovery period.

Hosted by Kevin Boenning, this panel discussion will demystify the roles of four key players in this critical space: Rochester Electronics, DMEA (Defense Microelectronics Activity), GDCA, and the DLA’s GEMs/AME Programs. Too often, misunderstandings arise regarding each organization’s capabilities, leading to duplicated efforts, inefficient sourcing, and a false impression of conflict. This panel aims to dispel those myths with representatives from each company will clearly articulate their unique strengths.
